What changed
OFCCP’s final Section 503 rule eliminates the CC-305 disability self-identification form and 7% utilization goal beginning September 21. Veteran self-identification requirements under VEVRAA remain.
A companion rule formally removes the Executive Order 11246 regulations on October 26. OFCCP stopped enforcing that order in 2025, so nothing new is required.
What to do
If you hold federal contracts, you no longer need to invite applicants and employees to self-identify a disability or use Form CC-305 after September 21. Keep the veteran self-ID invitation. That requirement stays.
